Jammu’s "Prali" Craft is Full of Opportunities

To begin this piece of writing, explaining the meaning of ‘Inferiority’ becomes more important whenever we discuss about the languages, culture, tradition, cuisines, religious values, important historic places, and talented artists, sportspersons or even Handicraft of Jammu because of obvious reasons.

Jammuites knowingly or otherwise lack a sense of belongingness to their roots there may be varied reasons for that but it is bitter truth.

Jammuites  should at least take a cue from neighboring state of Punjab or their own Kashmir to understand that how do people there cherish their Languages, Traditions, folks, Culture and of course handicraft.

Now, coming straight to the topic; recently  Local Newspapers here published very encouraging news regarding a Jammu NGO   being awarded in an International Handicraft Mela in Faridabad Haryana by Satyadev Narayan Arya, the Governor of Haryana and as per the news report it was also mentioned that this International Mela was organized by tourism department of Haryana in collaboration with   government of India’s Ministry of External Affairs this forth night  long event  was earlier inaugurated by Ram Nath Kovind, the president of  India and in the Mela around 13 Lac visitors local and foreigner paid their visit.


News report also informed that one Mukti Society, a Jammu based NGO was being conferred with “Kala Nidhi” Award that included a trophy, certificate and Cash, the award had been given to this NGO for its outstanding contribution towards promotion of " Prali Craft " of Jammu.

Well for most of Jammuites at least for younger people living in urban and sub-urban areas of Jammu it was a kind of surprise because many of us had not even heard about this Prali Craft ( Straw craft ) of Jammu because whenever we heard of handicraft of Jammu and Kashmir we always visualised and felt presence  of Kashmiri-Carpets, Pashmina Shawls, wood carving or Kashmiri embroidery, surely it is equally soothing because  Kashmir belongs to all of us and we must encourage that too.

While looking for further details about this Prali Craft or Stubble Craft of Jammu , on surfing the website of the Directorate of Handicrafts of  Government of Jammu and Kashmir, nothing could be found about this Prali Craft of Jammu.

Though as per the data published in the official website of J & K Handicraft Department “www.jkhandicrafts.com, it  claims that there are 2.50 lac artisans in the J & K state(now UT) that are directly linked with Handicrafts for their livelihood and it also claims that J & K’s handicraft fetches  Rs. 1700 crore foreign exchange each annually .There is not even an iota of information related to this Prali Craft of Jammu hosted on this official website of J & K government , surprisingly the same craft  that have earned such a prestigious “ “ Kala Nidhi” award in an International event.Though, Nidhi Sharma, the founder and chairperson of the Mukti NGO while sharing her experiences  does not blame the government or the handicraft department of J & K but she holds the apathy of the people of Jammu responsible who according to her remained unconnected to their own roots and responsible for not taking pride and exhibiting their rich cultural heritage including handicrafts.


She said “ Even if government of J & K or government of India spend millions of rupees in promoting any art or handicraft yet  it remains incomplete without the participation of its people from where that art or  handicraft originate, Jammu people must appreciate ourselves and each of us should be the ambassador for our culture and craft” .

Somehow she is right but the government and concerned departments cannot be completely exonerated for not giving due place to the handicrafts of Jammu region be it Basohli Painints or Prali Craft, both these crafts if provided little support of by the government, they could  fetch a significant amount of employment for our youth.

Disposing of  Prali ( Straw)    is one of the major concern of three state including Delhi, Haryana and Punjab   and when the farmers of Haryana and Punjab burn this Prali in open field that emits clouds of  harmful polluted smoke that causes major risk for human lives especially children  and old age people.


The rural women artisans of Jammu’s Kishtwar area can become the national partner in resolving this serious problem of Air pollution in the northern region of India caused by burning of Prali, in fact this Prali that is considered as a trash and problem and be turned into wealth.


Through this write up,  Shri Manoj Kumar Dwivedi, IAS, the Commissioner/Secretary to the Government of Jammu and Kashmir, Industries and Commerce Department who has also served in different departments of Union government  for a long, is appealed to help these female artisans from remote Kishtwar area of Jammu to organize and institutionalize this Prali Craft and encourage the artisans involved in this craft. They make beautiful artifacts like slippers (Chappal), Binna, grass, Kambal (Blankets), Pattu's, Bamboo products, Chattais, Beautiful wall Hangins and many more other products.
 This rich rural  handicraft of Jammu needs to be appreciated in the initial stage then like our other main handicrafts of Kashmir region it would also not only fetch foreign exchange for the region but also boost tourism and name of J & K in global arena ultimately help in resolving the problem of growing unemployment. The J & K Handicraft department itself should open more sale points for sale of Handicrafts or lend help to the artisans to open these shops in main tourist’s spot in the Union territory.


The Jammu & Kashmir Pollution Control Board should also get involved in promotion of Prali Handicraft as it can be useful in checking air pollution.

Besides Industries and Handicradt department, other allied departments of Jammu and Kashmir like Rural Development Department, Agriculture department, forest department, Social welfare and women development department in promotion of this rural Handicraft.

The people of Jammu and Kashmir and especially of Jammu should also using the social media platforms, write ups and using other platform  must encourage these rural handicrafts of our region and come out of the disease called “Inferiority Complex”.

Jammu, 16/Jan/2019: Disappointed over frequent blockade of Jammu-Srinagar National Highway and death of people  in road accidents, civil society members from Jammu have urged the Union Territory Administration of Jammu and Kashmir headed by Lieutenant Governor Governor Girish Chandra Murmu to pay attention towards the plight of the people of the J & K UT who are facing acute hardship due to repeated  closure of the Jammu Srinagar National Highway and establish a National Highway Desk in his office.


In a joint appeal endorsed by RTI Activist Raman Sharma, Dewaker Sharma, Deepak Sharma, advocates of J & K High Court, Munish Sharma, founder and managing trustee ‘Vishwas_the Trust ‘ and Karan Parasher of Law department of Jammu University, they have asked the UT administration to remain responsive to the difficulties faced by the people of the region due to road blockade. The civil society members while making the appeal to the LG also condemned the lethargic  approach of the National Highway Authorities and civil administration of all districts falling  between the Jammu_Srinagar National Highway who pay no heed towards the stranded passengers, truck, tank and other heavy load carrying vehicles who are compelled to spend days together on road and the district administration there make no arrangement for their food or even water and these people are made to live in sub-humane conditions.


They also said that more  than the natural calamities and bad weather, the lackadaisical approach of the concerned authorities  is responsible for long traffic jam on road. In the appeal they have asked the government to make proper halt points for drivers, cleaners of commercial vehicles where they may get minimum facilities like food, water,  washrooms, restrooms, ATMs and telephone services.  

The activists said it is wrong to blame only traffic police for the mess on the National Highway because neither they have adequate manpower nor resources and it needs coordination amongst all the stakeholder departments to make these roads motor able and it is only possible when highest office like office of Lieutenant Governor takes charge of the situation on daily basis and issue necessary directions clearing all the bottlenecks and strengthening the coordination between different departments therefore it is imperative that a help desk is established in LG’s office in this regard.

Two Months on , J & K High Court Yet to Frame New RTI Rules


Jammu, 06/Jan/2020: After the scrapping of article 370 of the Constitution of India and Implementation of Jammu and Kashmir Reorganization Act 2019 in the month of August last year, from the appointed day  i.e from 31/Oct/2019, total 106 central laws were made applicable to the state of Jammu and Kashmir (now UT) and 153 State acts and 11 governor’s acts were repealed from Jammu and Kashmir including J & K Right to Information Act 2009 that was replaced with central transparency law, Right to Information Act 2005.  



The provisions of implementing central laws and repealing previous State acts is mandated under section 95 and 96 of the Jammu and Kashmir Reorganization Act 2019.

Like other 164 State laws (including governor’s acts), after 31/October/2019, the Jammu and Kashmir Right to Information Act 2009 also stands repealed and replaced with Right to Information Act 2005 that is enacted by the Parliament of India and as per the provisions of Right to Information Act 2005, it is mandatory on Competent Authorities including Chief Justice of a High Court, Speaker of House of People/ State or UT assembly, Governor of a State or administrator of a UT to make rules to carry out the provisions of the Right to Information Act.

As the J & K RTI Act 2009 does not exist as on date  thus the rules made are also cease to be present and it was an obligation on all competent authorities including the J  & K High Court to frame RTI rules under the Central RTI law mandated under section 28 read with section 2(e) of RTI Act 2005 however in response to an RTI application of Jammu resident Raman Sharma, the Public Information Officer/ Additional Registrar(Adm) of the Main wing of J & K High Court have stated “ No Rules have been framed/adopted by the Hon’ble High Court of J & K u/s 28 of Right to Information(central) Act 2005 as yet. The matter is pending consideration before the hon’ble High Court Rules Committee”.

It is pertinent to mention here that even as on date the website of many public authorities in Jammu and Kashmir union territory including that of J & K High Court  are serving details of obsolete RTI Rules of state act whereas they have to factually implement central transparency act and makes rules accordingly.

Four Months Post  Article 370 Abrogation
In 309 Terrorist Incidents, 26 Terrorists Killed, 47 Arrested in J  & K
Jammu, 04/Jan/2020: The union home ministry has informed that four months post scrapping of article 370 and 35-A from Jammu and Kashmir,  between the month of August and November last year , in 309 terror related incidents, 26 terrorists have been killed and 47 others arrested.

 In response to an RTI application of Jammu based activist Raman Sharma, the union home ministry in a written communication have shared  the data related to terror related incidents happened in the J & K state(now UT) with regard to terror related incidents happened and terrorists killed, arrested and also the number of civilians and Security force personnel martyred in such incidents.

The reply of union home ministry reveals that out of 309 terror related incidents that happened in the four months, September-2019  witnessed maximum number of such incidents i.e 152  followed by  October wherein 97 terror violence related incidents occurred however  the month of August and November remained bit calm comparatively wherein  50 and 10 such  incidents happened respectively.  Though the month of September had witnessed maximum terror related incidents but unfortunately in the month of October civilians suffered maximum losses wherein 11 civilians lost their lives and also 9 terrorists were killed and 10 others arrested, during the month 20 Security force personnel also got injured while taking on terrorists.

The data compiled by the union government further tells that in these four months 19 Civilians also lost their lives and 4 Security force personnel got martyrdom. Forty security force personnel also got injured while dealing with these terror related incidents during the same period. 

Though in his RTI application, the applicant had also sought information related to data of local and foreign terrorists caught alive by the Security force personnel from Jammu and Kashmir during the same period however  this portion of his RTI plea was transferred by union home ministry officials  to  Public Information officer of the Home department of government of Union Territory of Jammu and Kashmir for providing the further information.

J & K: RTI Reveals BSNL Provided 17795 New Broadband Internet Connection After Aug-2019

Jammu, 03/Jan/2020: While providing information in response to an RTI application of RTI activist Raman Sharma, government owned telecom company Bharat Sanchar Nigam Limited, BSNL has stated that it has provided 17795 Broadband Internet Connections to the subscribers in Jammu and Kashmir between period 01/Aug/2019 to 19/Dec/2019 (till RTI reply filed).  The written RTI reply has been forwarded by GM(Admn) & CPIO, BSNL, J & K Circle dated 28/12/2019.

Earlier Sharma had filed an online RTI plea with the BSNL authorities seeking information about the number of days in which a subscriber should get a broadband internet connection, the fees charged and the total number of broadband connection provided by the BSNL in J & K.

It is pertinent to mention here that after abrogation of article 370 and 35-A,  since 05/Aug/2019,  the mobile internet services were suspended in entire J & K state(now UT)  that have caused huge losses to the business community and also to the students of J & K UT. Many traders and even government employees could not file their Income Tax Returns on time due to internet blockade.
Applicant Raman further informed that though the BSNL have provided him the information with regard to number of broadband connections it provided post Aug-2019 but the information related to number of days in which a connection should be provided is yet awaited.

IMPA Conducts Field Visit of HR Students of MIER
Jammu, 24/Dec/2019: Jammu and Kashmir Institute of Management, Public Administration  & Rural Development, (JKIMPA-RD) Jammu, today facilitated one day filed visit cum study tour of a batch of 30 students undergoing Human Rights Course at MIER group of Colleges, Jammu. The study tour is conducted by Dr. Sunita Zalpuri Kaul, Prof & Head, Center for Good Governance & Administrative Reforms.


During their visit at IMPA Campus Jammu, the Students along with their Course Coordinator Monika Rathore were given first hand information about the functioning of the IMPA and were also taken to different blocks of the institute including Library, Computer Laboratory, Auditoriums, Administrative Blocks and also provided an opportunity to interact with the  KAS trainee officers undergoing training there.



To make these HR students familiar with other allied civil laws, Dr Sunita Zalpuri Kaul also presided a Special session on Right to Information Act, wherein visiting faculty, RTI practitioner Raman Sharma presented  a detailed power point presentation about important article of  the Constitution of India and different sections of the Right to Information Act. 

 During the session, Dr. Sunita and visiting faculty also replied various queries of the students.  On behalf of MIER group of colleges, Monika Rathore, the course coordinator thanked the Director General IMPA for allowing valuable field visit of the students in the campus of prestigious government training institute like IMPA.

MHA Denies Information about RTI Act Implementation in UT of Ladakh


MHA Dodges Query about Status of RTI Act in Ladakh


            Jammu, 15/DEC/2019: Instead of providing simple information about implementation of Right to Information Act in Union Territory of Ladakh , Officer in the Union Home Ministry prefers to dodge an RTI query on the subject.

            Beena Yadav, CPIO, Central Public Information Officer and Director(Ladakh) of Jammu, Kashmir and Ladakh Department under  Union Home Ministry while rejecting plea of RTI Activist Raman Sharma on the subject writes(in her rejection order)  “As far as, the undersigned CPIO is concerned, the information may be treated as nil. It is to inform that under RTI Act, 2005, the CPIO is obligated to provide only such information which is available and held by the public authority or is under the control of the public authority. However, the information sought by you might be available with UT of Ladakh” , the CPIO further advised the applicant to approach UT of Ladakh for getting the requisite information in her letter dated 06/Dec/2019.


            Earlier Sharma in his online RTI application dated 03/Dec/2019 to Union Home Ministry had asked for providing certified copies of RTI Rules as framed by government of Union Territory Ladakh as mandated under section 27 read with section 2.a of Right to Information Act 2005 and  a copy of list showing names and designation of all Public Information Officers of Ladakh UT as designated under section 5 of RIGHT TO INFORMATION ACT 2005. 



             It is pertinent to mention here that under section 95 and 96 of Jammu and Kashmir Reorganization Act 2019, from appointed day i.e. 31/Oct/2019, the Jammu and Kashmir Right to Information Act 2019 has been repealed as falling under table 3 of fifth schedule of the JK Reorganization Act  2019 and RTI Act 2005(central act) has been applicable to the Union territories of Jammu-Kashmir and Ladakh.


            “ Section 27 and 2 of  RTI Act 2005 puts an obligation on every state and union territory government have to make rules for proper implementation of Right to Information Act and it was reason for seeking such information from the union home ministry” said applicant Sharma while reacting over RTI rejection  order of the MHA. He also informed that under section 6(3) of the RTI Act 2005, it was the responsibility of the concerned PIO to transfer the RTI application to UT of Ladakh if the officer was not having such information with her. He also intimated to file a review appeal again the order of the CPIO before the 1st Appellate Authority.

BSNL Refuses to Share Information On Internet Ban In J & K


BSNL REFUSES TO SHARE INFORMATION ON INTERNET BAN IN J & K

Jammu, 08/Dec/2019: Bharat Sanchar Nigam Limited, BSNL, the government owned telecom company have refused to share information about mobile internet ban in Jammu and Kashmir citing exemption clause of Right to Information Act.
While rejecting plea of RTI activist Raman Sharma wherein information was asked from the telecom company on internet ban in the state since 04-Aug-2019.
Earlier In his online RTI application dated 07/Nov/2019 ,  Jammu resident Sharma had asked from BSNL about the name and designation of the authority, officer of the state or union government on whose instructions, directions, order the mobile internet service are presently barred by BSNL in Jammu and Kashmir, in the following query he had asked for certified copy of  any order by the union or state government of Jammu and Kashmir  asking the telecom company to stop mobile internet facility in J & K.


The rejection order signed by DGM(CM) of BSNL, J & K Circle dated 06/12/2019 states that the asked information falls under section 8-1 of the Right to Information Act 2005 and cannot be provided however the Public Information officer has provided a gazette notification issued by the union government dated 07/Aug/2017 which reads that under section 7 of the Indian Telegraph Act 1885, the union government may make rules for temporary suspension of telecom services (Public Emergency or Public Safety).  

However, while giving reaction over the rejection by the CPIO of the BSNL, the applicant Raman expressed displeasure and said the reply is vague and it does not fall under exemption clause of the RTI Act as in his RTI request he had simply asked for name and designation of the authority who ordered ban and copy of order asking for such ban on internet services and he had not asked for reason for internet.
