Jammu, May 23: The Jammu and Kashmir Public Works Department, PWD and UP State Bridges Corporation Limited (UPSBC) joint misadventure has cost the state exchequer around Rs 6 crores. A contract for construction of Tawi III Bridge was given to UPSBC in 2004. The total cost of construction (Rs 6 Crore) was given to the corporation in advance. But 8 years on, the Corporation and the State Public Works Department (PWD) have failed to remove the debris from the river. These debris and construction remains are still lying there in the river and throttle its flow. Piles of polythene and other pollutants could be seen entangled in the debris. In an RTI reply to activist Raman Sharma, the Public Works department has blamed the UP State Bridges Construction Corporation Limited for the unattended debris that are lying in the river. Vide his official letter no. 777-79 dated 10/05/2012 to the RTI activist and copied to Chief Engineer PWD Jammu and SE Jammu- Kathua Circle, the Public Information Officer/Executive Engineer, PWD(R & B) Tawi Bridges Cum Medical Colleges has stated that the "The Company which constructed the said bridge namely UP State Bridge Corporation Limited Should have removed the debris ". The Executive Engineer has evaded the reply to the question of the applicant regarding the time frame for removing these left over material from the river Tawi, The PIO's reply states " There is no such period fixed under rules . The debris should have been removed by the UPSBC during the time of construction". However, surprisingly the PIO has assured that the matter was under consideration. The higher authorities of the department have been apprised regarding the same but no directions have been passed by this department up to now. In the communication, it has also been replied that as soon as the requisite amount for getting the removal is made available, the work of removal of the debris will be made and it will take about 3 to 4 months for completion. Applicant, RTI Activist Raman Sharma who is also the founding member of the "Save My Tawi" campaign has strongly condemned the casual approach of the PWD and the contractor company, demanding immediate removal of the debris from the river he has also insisted for a stern action against the then officers of the department who took over the possession of the bridge from the contractor company and made full and final payment. Raman Said, the river Tawi is already dying a slow death and these government departments instead of finding out the ways to reduce pollutants are themselves becoming the cause of the problem.
